About This Program

The Heirship Resolution Assistance Program is intended to function as an enabling tool by addressing legal impediments that prevent properties from being improved, transferred, or leveraged for reinvestment. By helping resolve heir-related title issues within the CRA districts, the program clears a path for owners to qualify for rehabilitation grants, transfer property cleanly, or unlock long-stuck investments in their homes and neighborhoods.

Scope of Qualified Coverage

The HRAP may cover the following costs*:

  • Probate filing and court fees.
  • Attorney fees for uncontested probate matters.
  • Title search and title certification.
  • Recording and administrative costs.
  • Affidavits, deeds, or other required legal documentation.
  • Mediation services (if required for uncontested resolution).
  • Heirship affidavits and estate documentation support.

* Assistance is limited to cases that do not involve contested ownership or active litigation.

What Is Not Qualified

The following items are not qualified:

  • Debt or taxes owed by the deceased.
  • Travel expense(s) for family member(s) or legal counsel.
